Yes, absolutely. Even if a landlord has a master key, and a limited set of locks which work with that key, they should change the locks between tenants, for the safety and security of the property and the new
tenant(s).

in most states, the landlord has a basic responsibility for safety and security of the property. Not changing.them may be an omission which violates that
responsibility.

In fact, they should change them as soon as a tenant moves out, rather then wait for a new one to sign. This secures the empty property.
