1) If the problem
involves plumbing, electric, etc. the answer is the landlord can fix the problem regardless of when the tenant is moving out.

2) If the landlord is painting,
cleaning carpet, etc. in preparation for the next tenant, the answer is most likely no. The tenant has the right of quiet possession util the tenancy has expired (i.e. they moved out and turned in the keys).
