Can a landlord charge for wear and tear?

If it’s normal wear and tear? Generally NO. But something just physically broke from abuse? Absolutely yes!

Think about it in this way. The fact that the landlord is “charging you” for repairs is likely because you broke it to begin with. But failed to even try to fix it. So now the landlord finds it and sends someone in to fix it.

(And as expected, charges you for it) but you ask if he needs your permission to fix things you broke?
